The meeting will be held at DeVere Staverton Park, Staverton, Daventry Northamptonshire NN11 6JT, starting at 2.30pm
Refreshments will be served from 2.00pm, and following the formal part of the AGM, there will be a short break, after which there will be an informal discussion forum, similar to that held at Silverstone.
We have seen a golden era for the Mono2000 / Mono F3 class over the last 16 years. The rules that have been in place for this time have given us a choice of reliable, competitive engines that have been easily and cheaply available. We have seen 2000cc engines from Vauxhall, Toyota, Ford and Volkswagen win Mono races outright in this period.
Other that a relatively small change to the regulations in 2010 to allow fuel injection, the stability of the regulations has been seen to be very beneficial to the membership. Unfortunately, these engines are now getting long in the tooth, base engine and parts availability for some of them is becoming difficult. This situation of parts availability is not going to improve over time.
This availability problem has not yet become critical, we should use this time we have available to look at the future regulations for the class. This time gives us the possibility to formulate, discuss and implement a regulations roadmap for the largest of the Mono classes without the need for emergency measures.
The attached document below, drawn up by Russ Giles and the Technical Committee, is intended to be the start of a discussion process, with the intention to have reached a consensus by the summer. The regulations would be implemented for the 2020 season, allowing all current and future competitors plenty of time to prepare, and for those regulations to be stable bar minor adjustments until the 2025 season.

ROPS for Single Seat Racing Cars
Technical Director Russ Giles has approached the MSA concerning the recent issues over Roll Over Protection Systems (“ROPS”) as the issue applies to Monoposto. The following response has been received from the MSA Technical Department. Many thanks to the MSA for their help.
I thought it best to answer your questions (in italics) in order so please see my comments in blue below. But I will stress that there is nothing new, no new regulations, no new enforcement, the single seater ROPS regulations were last amended in 1987 and before that in 1977. The “focus” is due to it being highlighted to us that a few manufacturers of Sprint and Hill Climb single seaters were producing cars with ROPS that did not comply with MSA regulations. Note that the ROPS regulations for Single Seaters in Sprints and Hill climbs are the same as for circuit racing. The manufacturers were brought together for a meeting and following this most manufacturers are being proactive in rectifying the issue.
Due to the number of queries received on this topic we are developing a guidance article to be published in the MSA newsletter and on our website stating what the existing requirements are. We hope for this to be available within the first couple of weeks of the new year.
To answer your specific queries;
Most of our members use cars that have been used in other professional race series in the past. Some do not conform to the dimensional requirements for tube diameters Etc laid out in the blue book, but have been approved and certificated by the MSA or FIA in period. The proof of this is the existence of the certificates for the various vehicles. I am led to believe that the MSA holds a comprehensive record of these certificates, and these can be made available for those owners that do not have access to the certificates for their car.
Any vehicle certified by the MSA, FIA or any FIA recognised ASN is acceptable and remains acceptable providing the ROPS is as detailed on the certification. We hold records of all MSA certified ROPS. Owners of vehicles with MSA issued certification can contact us to obtain an official copy.
Can you please confirm what your guidelines will be for the scrutineering teams for next season regarding the ROPS?
No different, there are no new regulations so scrutineers should be enforcing the existing regulations as they always have done.
Will you be expecting all the competitors to produce ROPS certificates at scrutineering?
No, ROPS certificates are only required to be presented where a ROPS is certified by an ASN or the FIA. For a ROPS built to the Blue Book specification does not need any certification. Where a ROPS is certified it has always been a requirement for it to be presented at scrutineering (K1.5.1). Also vehicles with ROPS built and approved to FIA Formulae regulations (F3, F3000 etc..) or FIA Appendix J are not required to present certification providing the vehicle structure still complies to these regulations, the onus on proof of compliance lies with the competitor.
Can you provide a listing or catalogue of what ROPS certificates are available from the MSA?
It would be better for any competitors who want to check for certification to contact us directly and we will advise.
Is there an age of vehicle where there are different ROPS requirements, I have seen Pre 1986 mentioned, but I can see no mention of this in the blue book.
The Blue Book specification changed for the 1987 season, prior to 1987 the MSA regulations allowed either a 35x2mm Chromoly Tube or a 42.4×2.6mm CDS tube, from 1987 only the 42.4x2mm CDS tube was permitted for an MSA Specification ROPS. Changes in ROPS regulations are not retrospectively applied, so a pre-1987 car with a 35x2mm Chromoly ROPS remains eligible. Remember that for a certified ROPS the Blue Book material specifications do not apply, the dimensions will be detailed on the certificate.

The Monoposto AGM, Dinner and Awards Presentation will again be held at DeVere Staverton Park. Come and join us for some good food, wine, a catch up with friends and fellow racers and of course the all important prizes!

European Round
There will be no Monoposto race at Spa-Francorchamps in 2017 as it is not economically viable, however Monoposto has been offered the opportunity to have a grid at Zandvoort for their ‘British Race Festival’ weekend on 8th & 9th July 2017.
The weekend that has been offered to us is 1 week after the Silverstone GP rounds of the Monoposto Championship and 3 weeks before the following rounds at Oulton Park.
Zandvoort is a town on the Dutch coast, to the west of Amsterdam. It is approx 245 miles from Calais ferry terminal or 55 miles from the Hook of Holland ferry terminal. There are regular flights to Amsterdam Schipol airport, and a train service to Zandvoort town. The circuit is nearby, near the coast.
The costs have yet to be decided as they will be dependent upon interest from the club but should be less than previous events at Spa.
RaceTV filmed the four final JMT Monoposto races held at Snetterton and they can be viewed on Youtube.

The Monoposto Racing Club is pleased to confirm that in 2017 we will be running a separate class for the Formula Renault cars that are moving out of the Mono F3 class.
Eligibility for these Formula Renault cars will be broadly in line with the existing 2016 technical regulation, with some minor modifications to iron out ambiguities.
The Monoposto SUNBAC Nova award is a prize aimed at novice drivers who are racing with Monoposto. SUNBAC, the Sutton Coldfield and North Birmingham Automobile Club have kindly provided the funding of two free twin header race entries for the winner, and a single twin header race entry for the runner up – the prize fund being worth over £ 1000 per year.
The Monoposto SUNBAC Nova Awards will be open to any full Monoposto member, who starts their Monoposto Championship year still needing to be observed and to obtain some or all of the initial 6 signatures on their competition licence Upgrade Card. To be eligible for the Monoposto SUNBAC Nova Awards, a competitor will therefore start their Mono Championship campaign as a novice race driver as defined by the MSA, with the car carrying the compulsory black/yellow cross.
The drivers individual scores per round are multiplied by the number of qualifiers in their respective class, and then divided by 10, in recognition of success being harder in busier classes.

This 2 day event takes place on the Snetterton 300 circuit on the 8th and 9th of October as part of the MSVR race day and is the finale of the 2016 JMT Monoposto Championship. There will be one 15 min qualifying and one 15 min race on each day for 2 grids comprising up to 38 cars, thus capacity at this meeting for 76 cars.

This single day event takes place at Mallory Park on the Sunday 25th September as part of a BRSCC race day.
There is a 1 x 15 min qualifying and 2 x 15 min races, with the grid for race 2 being decided by the finishing positions of race 1.
NB: Please note that the Vintage Sports Car Club (VSCC) are holding a race event on Saturday 24th. Finals warn that competitors arriving before 19:30 will be directed through Spectator Gate B and asked to park by the pedestrian bridge until the meeting comes to the end and circuit staff authorise paddock access. This is to ensure that the normal hairpin access gate is kept clear to ensure that the VSCC vacate smoothly.

Formula Renault Eligibility
A Statement from the Board
Due to some recent forum comments on the decision making Formula Renaults (Tatuus 2006 & 2008 BARC cars) ineligible for the MonoF3 class, the board offers the following information.
Formula Renault were allowed in to Monoposto as it was felt that there may be a number of cars available to race with us. Since 2011 we have had very few cars and in reality there have only ever been a couple of cars each season at most. There have been technical issues and requests for changes to allow greater performance from the cars, also suggested on the forum. These are a “spec” car that are a newer specification than other allowable 2L cars and if allowed to run unfettered could well beat our existing F3 Cars.
On the 14th July 2015 the board made a decision, on balance, to remove the FR eligibility for MonoF3 class and duly published this. There were no prospective FR cars for 2016 season. This decision was fully supported by the Sporting Services Manager at that time. Other class change decisions were also made last year, not everyone likes them when they happen but we just move on and accept that they were made.
As with any motorsport regulation decision giving notice of a change, reversal is difficult as this can upset the stability of the regulations. It was decided to allow a further year of FR eligibility till the end of the 2016 season. No contact was made to board members from any FR drivers and the matter was not questioned at the 2016 AGM. We have not been presented with any proposals for future Formula Renault car eligibility to consider.
Recently there have been some forum posts about “banning FR cars” which is not what has occurred. The earlier cars will become eligible in 2017 to run in MonoF3 when fitted with a mono compliant engine. To clarify, this is due to the MonoF3 date moving forward to allow up to and including 2007 commercially available chassis and bodywork in this class, as already published. The special case allowed for FR cars, which are fitted with the F4R FRS engine, did not warrant further extension as the numbers were not entering and with the chassis package being in date it should be encouraged that these cars fall in to the normal Monoposto requirements next year.
Every year the board review and update the regulations, we don’t just make it up as we go along. To the majority of the board the presence of FR cars on the grid makes little difference to them on race days as they are not in the same class.
As previously advised, any proposals for Formula Renault cars should be directed to Terry Clark and Kevin Couling.
Whilst making this statement we would like to highlight that the forum is not the correct place to contact the board. Every race meeting, there are board members in the paddock and there are specific class reps as well. If you want something considered, we are always willing to listen. We then discuss and look at in more detail to come to a decision in time for inclusion in the next year’s regulations. Please remember that the board is a collective and individual decision making is not democratic in this respect. We can’t just make a statement on the forum, it has to be agreed between us (and we don’t always agree, and this often takes time) and we have to consider any confidentiality before anything significant can be published. This is precisely why we only publish official statements on Startline.
